For the purpose of organized resettlement of peasants to Siberia and the producing provinces, the Sovnarkom has resolved to permit immediately the travel of peasant migrant scouts to ascertain the conditions of resettlement on site. Urgently ascertain the extent of available suitable land reserves. Telegraph these data to the People's Commissariat of Land by July 10, indicating: 1) the number of desyatinas; 2) their location; 3) the number of parties of agriculturalists that can be immediately accepted, specifying the total number of souls of both sexes in each uyezd and volost; 4) the disembarkation points. Separately indicate the possibility of accommodation in state farms, as well as the overall need for labor. Immediately organize preparations for the reception of peasant migrant scouts and settlers, seeking instructions from the People's Commissariat of Land where necessary. I warn you of the extreme importance and responsibility of this work.
