1) To impose upon Moskvotop and the NKPS the obligation to remove within a three-week period all firewood available at railway stations within a 30-verst zone around Moscow, amounting to approximately 3,000 cubic fathoms.

2) For the purpose of making the best use of empty rolling stock, to impose upon the local organs of the Transport Department of the Cheka the obligation to establish strict control over the full loading of wagons (no less than 3 cubic fathoms per wagon), with responsibility for wagons arriving incompletely loaded at control unloading points being placed upon the aforementioned agents of the Transport Department of the Cheka. Simultaneously, the Supreme Council of the National Economy is charged with supplying the NKPS within a week with a sufficient quantity of lead and twine for sealing firewood wagons.

3) The NKPS, Glavtop, and Moskvotop are charged with taking special account of the forthcoming campaign to supply Moscow and the major industrial cities with wood fuel.
