The first telephonogram was transmitted to you on May 28, the second on June 22, and only in response to the telegram of June 26 bearing the secretary's signature did your reply follow. Your brief report must be submitted immediately. Inform us precisely how many days' extension is necessary for a more detailed report. In the event of failure to submit immediately a brief report and within the shortest possible time a more detailed one,—those responsible will be brought to strict account.

According to information received by Komprod, there are at your disposal six thousand poods of pressed black caviar, intended by you for export abroad in the manner of independent barter. We consider it necessary to draw your attention to the undesirability from the general state point of view of your uncoordinated action with us on the question of barter. In the event of a genuine surplus in the quantity of six thousand poods of pressed caviar, we request that you direct the same to Moscow to the address of the People's Commissariat of Food for distribution among children and the sick proletarians of the famine-stricken centers. Telegraph subsequently to Komprod-distribution.

For the purpose of organizing the resettlement of peasants to Siberia and the productive provinces, the Council of People's Commissars has resolved to permit forthwith the journeys of delegates for clarifying the conditions of resettlement on the spot. Urgently ascertain the extent of available arable land fund. Telegraph to the People's Commissariat of Land by July 10 these data with an indication of: 1) the quantity in desyatinas; 2) their location; 3) the numbers capable of being immediately received in parties of agriculturalists by composition of persons of both sexes in each district and volost; 4) places of settlement. Particularly show the possibility of placement in state farms, as well as the general need for labor. Immediately organize the preparation for the reception of delegates and resettled persons, requesting in necessary cases the directives of the People's Commissariat of Land. I warn you of the extraordinary importance and responsibility of this work.
