Having discussed the issue of grain resources on 27 May 1920, the Sovnarkom resolved: “To instruct the Moscow and Petrograd Soviets to pay heightened attention to the need to increase the procurement of garden produce from suburban areas this year, and to submit their proposals regarding possible measures to the SNK within two weeks” (Protocol No. 370, Item 5).
* * In connection with the question posed by the secretary (in the marginal note on the document): “Should it be recorded in the minutes or transmitted solely via telegram?”, V. I. Lenin emphasized the words: “transmit solely via telegram.”
* * * We are referring to the inquiries V. I. Lenin sent to Petrograd on 28 May, as well as on 22 and 26 June, concerning the quantities of garden produce.
