1 The note was written on a letter from M. G. Vronsky, the Plenipotentiary of the People’s Commissariat for Foreign Affairs of the RSFSR for Matters Relating to Prisoners of War in Austria, dated July 12, 1920, from Berlin, reporting his departure for Vienna and requesting that, if possible, he be assigned to work in Germany, where he could render greater service; the letter also raised the issue of the lack of coordination in decisions and actions between the People’s Commissar for Foreign Affairs, G. V. Chicherin, the Plenipotentiary of the RSFSR in Estonia, I. E. Gukovsky, the People’s Commissar for Foreign Trade, L. B. Krassin, and the official of the People’s Commissariat for Foreign Affairs, V. L. Kopp, regarding the procurement of goods for the RSFSR abroad.
