2. In order to eliminate the aforementioned relations, the following measures must be taken urgently:
a) Take away from the settlers in the Kirghiz regions all lands planned by the Resettlement Administration or arbitrarily seized by the settlers from the Kirghiz, leaving to the settlers plots in the amount of a labour allotment.

c) In connection with the redistribution of Party forces, second to the disposal of the Central Committee all Turkestan communists infected with colonialism and Great Russian nationalism, and at the same time carry out in the centre the mobilisation of several hundred communists for work in Turkestan.

d) Propose that the People’s Commissariat of Railways effect the transfer and replacement of several hundred workers on the Central Asian Railway, in the Tashkent workshops and on the Tashkent Railway.

e) Implement this decision with unswerving firmness, suppressing all resistance to the bodies carrying it out, widely applying the system of exile in regard to persons hindering in any way the actual realisation of this decision.

Organisational relations between the centre and the Turkrepublic

Turkcommission

1) It is necessary to have in Turkestan a permanent body – a representation of the All‑Russia Central Executive Committee, the Council of People’s Commissars and the Central Committee of the R.C.P. – which shall be charged with:

2) The exclusive competence of the all‑republican authority shall extend to:
a) foreign relations
b) foreign trade
c) military affairs.

3) The commissars of ways of communication, posts and telegraphs shall be appointed by agreement between the TurkCEC and the corresponding People’s Commissariats to which they are subordinated.
All decrees of the centre concerning these commissars shall be mechanically extended to the Turkestan formative district of ways of communication and post and telegraph.

4) The commissar of finance shall be elected by the TurkCEC and confirmed by the People’s Commissariat of Finance. In the sphere of budgetary law, the budget established by the Turkrepublic and confirmed by the representation of the All‑Russia Central Executive Committee of the R.S.F.S.R. shall mechanically enter the all‑republican budget.

5) In the economic sphere, the Turkestan Council of National Economy and the food supply bodies shall act within the limits of the plans established by the Supreme Council of National Economy and the People’s Commissariat of Food of the R.S.F.S.R.

6) In all other questions, the fullness of power shall belong to the TurkCEC and the Council of People’s Commissars.

Internal organisation of Turkestan

Considering it necessary to afford the national groups of Turkestan the opportunity to organise themselves into autonomous republics, and the national minorities into communes, the TurkCEC shall be charged with the duty of convening a congress of Soviets of Uzbek, Kirghiz and Turkmen toilers for the final settlement of the question of the organisational forms of their existence.

Pending the convening of these congresses, a regional division of Turkestan shall be carried out in accordance with its territorial‑ethnographic composition.

Must add: a number of concrete, practical measures for the transition

In my opinion, it is necessary to reject the draft of Comrade Ryskulov{166} and to adopt the draft of the commission, with the following amendments:

(α) Insert the obligation of the Turkcommission to work systematically in concert with the TurkCPC and the TurkCEC:
(1) request their conclusions;
(2) gradually involve them in the affairs of the Turkcommission;
(3) participate in the TurkCPC and the TurkCEC;
(4) “come to agreement” with them, referring all (or the main) disputed questions to the Central Committee and the All‑Russian Central Executive Committee.

(β) Insert a number of practical measures ensuring the gradual extension of the rights (participation in affairs, etc.) of the Turkestan Communist Party (conditions – control over its composition; measures of control and verification), likewise – of the Turkestan toiling mass of peasants, likewise – of the TurkCPC and the TurkCEC.

1) Commission the drawing up of a map (ethnographic and other) of Turkestan with subdivisions into Uzbekia, Kirghizia and Turkmenia.
2) Clarify in greater detail the conditions for the merging or separation of these three parts.
