… Orders with a delivery deadline of twenty days—ropes, machinery, and equipment; no later than three months—no fewer than two hundred locomotives equipped with tank cars, freight wagons, and the like. The most crucial clauses of the agreement are as follows: the corporation undertakes to fulfill overseas deliveries according to the orders issued by the authorized representative, in exchange for raw materials, all manner of goods, materials, machines, tools, pharmaceuticals, and the like—excluding military supplies, perfumes, and luxury items—such goods to be delivered at one of the Black Sea ports, as designated by the authorized representative. Second, in return for the delivery of goods, the authorized representative shall remit to the corporation raw materials…

… In addition to the sums specified in paragraph two, the authorized representative shall also pay the corporation, in the form of raw materials, a commission equal to ten percent of the value of the delivered goods. Fourth, the raw materials—tobacco, wool, oil cakes, and the like—delivered by the authorized representative in lieu of the goods supplied shall be valued according to prevailing world-market prices at the time of delivery…

1) Arrange a phone call with Lezhava (and with Sheinman, if he is still here) and with the members of the Politburo.

2) In principle, I am in favor of (a) negotiating: reducing the commission rate; (b) agreeing upon a clear stipulation: after their goods have been delivered, whether our own delivery will follow or an exchange will take place at our port. Otherwise, it simply won’t do.
