Dear Comrades! Enclosed herewith is the resolution of the Council of Labor and Defense dated 11 June, No. 236. I hereby urge you to give this matter your most serious attention.

It is both possible and imperative to mobilize the entire population of Moscow and, carrying on their shoulders, to haul from the forests a sufficient quantity of firewood—say, one cubic meter per adult male over the course of three months (the exact figure will be calculated by the specialists; I am merely offering this as an illustrative example)—to the stations of the main railways and narrow-gauge lines.

Unless heroic measures are taken, I myself will, in the Council of Defense and in the Central Committee of the Communist Party, not only order the arrest of all responsible officials but also the execution of those who fail to act. Inaction and negligence are utterly intolerable.
