RESOLUTION OF THE POLITBURO OF THE CENTRAL COMMITTEE1

The Polish command has withdrawn fresh divisions from the German frontier and transferred them to our front. This fact makes one think that an agreement has taken place between the Ebert-Bauer-Scheidemann and Pilsudski governments. At the same time, according to the information received, the Entente is giving all possible assistance to Wrangel, who is putting his troops in order for the purpose of an operation agreed upon with the Poles. These facts make the situation on the Western and South-Western fronts extremely difficult and require the adoption of immediate and exceptional measures:

1) It is necessary to increase at least 5 times the number of Communists for the Western and South-Western Fronts. Up to now up to 3,000 men have been sent to the front. It is necessary to send at least 12,000 more, including a considerable group of responsible workers - at least one from each district and at least one from each province, as well as a known number from the central Soviet institutions.

2) The agitation in connection with the Polish danger must be made incomparably broader and must by all means seize not only the urban but also the broad rural masses.

3) In order to strengthen the printed agitation it is urgently necessary to import the paper already purchased into the country and immediately to purchase a considerable amount of new paper.

4) Local party and soviet organizations should be obliged to work hard to extract deserters and evaders during the month of June in order to send them to the reserve units.

Note. The majority of communists to be mobilized should be included in these reserve units in order to form party collectives there.

The organizations of the Cheka and VOHRA1* in coordination with the commanders2* should concentrate all their energies on the extraction of deserters.

5) To strengthen in every possible way the measures of reprisal against all elements undermining the defense of the Soviet Republic in its struggle against the new alliance of the White Guards.

6) To instruct Comrade Trotsky to carry out these decisions of the Political Bureau through the appropriate Soviet authorities and party institutions according to their affiliation.

The draft resolution was to be approved by the Politburo of the Central Committee of the RCP(b), but there is no record of the approval of the draft in the minutes of the next Politburo meeting on June 8, 1920. No documents about the discussion of the draft by the Politburo members have been found either.
