I received your cipher. I see that you have not read my yesterday’s

cipher to Sklyansky. I understand your telegram to mean that the CENTRAL COMMITTEE
is refusing two divisions, despite my warnings, and thereby
releases me from responsibility for future likely undesirable consequences on the front. So be it. I remember the Politburo's decision, but, since Wrangel does not reckon with this decision and on
the contrary is preparing to advance, and it is quite possible that he will break through
our front, I considered it my duty to take preventive military-
administrative and military-operational measures. That's all.
