Bearing in mind that the current center of gravity for supplying food to the Western Front, Moscow, and Petrograd
lies with Nizhny, I propose that we assign the requisite number of workers on a daily basis, dispatching carts as needed through Volgoprod
to unload barges and deliver no fewer than
60 railcars of grain to the station each day.
