NOTES AND ADDITIONS TO THE DRAFT RESOLUTION
OF THE COUNCIL OF PEOPLE'S COMMISSARS ON HIGHER
TECHNICAL EDUCATIONAL INSTITUTIONS**
The Council of People's Commissars resolves:
1. All teaching in higher technical
educational institutions must strictly correspond to the current needs of the RSFSR.
2. Teaching must be conducted on the basis
of practical study of production processes and organization of production at state
enterprises. Work plans for students at these enterprises are established by the higher
technical educational institutions in agreement with the relevant economic bodies.
3. As a result of the measures indicated in the present
resolution and the appropriate concentration of teaching, a three-
year course is established in higher technical educational institutions...

Admitted students are enrolled in state service and are required to learn new skills under
the strictest supervision of their studies, on the basis of special rules established
by Glavkomtrud jointly with G. Mvprofobr.

Students and teachers in terms of supply are equated to military educational
institutions, with the norms themselves being established
by the Commission on Workers' Supply under the People's Commissariat
of Food.
Note: For days of truancy, students,
in addition to other measures (para. 6), are deprived of rations.
Reports once a month to the Council of People's Commissars, brief:
number of students number of visits and lectures number of
external students and the public.

answer must be given immediately, a delay (they must ask:
for how many days) will be granted only for a more detailed report.
Give me the text of the telegram in response to them.

Having discussed the issue of bread resources on May 27, 1920, the Council of People's Commissars
resolved: "Instruct the Moscow and Petrograd Soviets to pay
increased attention to the need to increase the receipt of garden
products from the suburban areas this year and submit their proposals
on possible measures to the Council of People's Commissars in 2 weeks" (Protocol No. 370, item 5).

In connection with the question of the secretary (in a note in the margins of the document):

the words: "only in a telephone message".
