On behalf of the Council for Labor and Defense, I hereby confirm Comrade Rykov’s telegram No. 224: “In the event that merchant steamers belonging to foreign powers arrive in Black Sea ports, it is hereby ordered—under the threat of the gravest liability before the Revolutionary Tribunal—not to carry out any requisitions or confiscations of goods. Such matters are to be reported without delay to the People’s Commissariat for Foreign Trade in Moscow.”
