DRAFT RESOLUTION OF THE COUNCIL
OF PEOPLE’S COMMISSARS ON THE PROCUREMENT OF RAW MATERIALS**

May 25, 1920
Establish a commission with the mandate to, within a two‑week period:
1)
Develop measures to consolidate all grain and raw‑material procurement efforts under a single authority—or, failing that, to establish a sufficiently robust and purpose‑driven coordination mechanism among the relevant departments tasked with this responsibility.
The cooperative apparatus must be fully utilized in this endeavor.

On May 18, 1920, the Sovnarkom adopted the following resolution:
“Written reports shall be issued under the signature of the People’s Commissar,
and responses to the questions posed by the delegation in its questionnaire
should, where possible and already translated into English, be forwarded to the People’s Commissariat for Internal Affairs, Comrade Vladimirsky.
Comrade Vladimirsky is instructed to liaise with the ECCI Commission
regarding the need to publish a pamphlet in English outlining
the history of the establishment of Soviet power and the relations between the Soviet authorities
and other political parties” (Protocol No. 368, Clause 3).

2) The commission must, in particular, examine the question of
the application of food requisitioning and internal security forces to the task of procuring all forms of raw materials; then consider the conditions and specific parameters governing the use of bonuses and barter (as a general rule, collective arrangements), with particular emphasis on the practice of returning to peasants
a portion of the raw materials they have delivered in the form of processed products.
3) The widespread implementation of rationing for raw‑material procurement is mandatory, as are fixed prices.
