Ginis has been arrested in connection with the open speculation in platinum that has broken out in Baku. The Special Department seized 45 pounds of platinum from Ginis’s office. It is suspected that the platinum was being prepared for export abroad. Please allow me to investigate the details on the spot in Baku, where I will be arriving in a week.

Kirov should undertake, upon his arrival in a week, to send a telegram regarding this matter.
