DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS ON THE PROCUREMENT OF RAW MATERIALS**

25 May 1920

To establish a commission with the task of within a two-week period:

1) to work out measures for the unification of all procurement of grain and raw materials in a single commissariat or with sufficiently firm and expedient unification for this of the corresponding commissariats. The obligatory utilization of the cooperative apparatus.

* On 18 May 1920 the Council of People's Commissars adopted the following resolution: "Written reports should be submitted over the signature of the People's Commissar, and answers to questions posed by the delegation in their questionnaire should be sent, insofar as possible already translated into English, to the People's Commissariat of Internal Affairs, to Comrade Vladimirsky. Comrade Vladimirsky is assigned to coordinate with the commission of the ECCI concerning the necessity of publishing a pamphlet in English setting forth the history of the formation of Soviet power and the attitude of other political parties toward Soviet power" (Protocol No. 368, point 3).
