3. Entrust to the authorized representative of the Council of Labor and Defense comrade Bronshtein to bring before the Military Revolutionary Tribunal those guilty of issuing materials of military clothing and finished products not for military needs.

4. Propose to Glavtop to provide within the course of one year for the production of woolen cloth in three clusters: Penza, Tambov, Simbirsk — for diesel engines (without the right to use petroleum for heating and burning in furnaces and boilers) 184,660 poods of petroleum and anthracite 336,800 poods, on the condition that delivery commence immediately with calculation of ensuring two months' supply in the shortest possible time.

5. Entrust to Glavtop to supply the Tambov, Penza and Simbirsk clusters with 30,000 cubic fathoms of firewood for a six-month period of their operations. Glavtop must submit for approval to the Supreme Council of Transportation a plan for the transportation of the aforementioned quantity of firewood, and this plan must be approved within a two-day deadline.

A report on execution in written form Glavtop must present at the next session of the Council of Labor and Defense.

Entrust to Glavtop to enter into an agreement with Glavkomtrud on the question of ensuring forest transportation for the textile industry by means of draft animals.

6. Entrust to comrade Bronshtein to notify Komprod immediately of the nomenclature of goods approved by the commission of comrade Stalin.

**ON THE STATE OF PRODUCTION IN THE SUPPLY OF CARTRIDGES, RIFLES AND MACHINE GUNS**

a) Point out to Chusosnabarmu, the military department and the Council of Military Industry the obvious irregularity discovered by them in the weakening of the apparatus for the production of cartridges and weapons, whereas they had not been given corresponding directives from the Council of Labor and Defense.

b) Create a commission under the chairmanship of comrade Stalin consisting of representatives of the Military Industrial Council and the Revolutionary Military Council of the Republic, with the right to replace themselves only by a specially authorized person fully competent in the question of the production of cartridges and weapons.

Representatives from Komprod, the All-Russian Central Council of Trade Unions and Glavkomtrud must be drawn into the commission when deciding the corresponding questions with decisive vote.

The task of the commission is to formulate the final draft decree of the Council of Labor and Defense on all submitted proposals.

The commission's work period is one week.

If the commission arrives at a unanimous decision, present the draft for signature to comrade Lenin.

The report in the Council of Labor and Defense by comrade Stalin and the co-rapporteur appointed by him is to be scheduled for Wednesday at the plenary session, if the commission completes part of the work by that deadline.

All representatives of departments entering into this commission must be authorized by the People's Commissars. Entrust the same commission to discuss comprehensively the question of the degree of wear and tear on our cartridge and weapons factories, both in the sense of supply of raw materials and equipment, and to develop corresponding practical proposals.

c) Entrust Komprod to take immediately the most necessary measures to improve the supply of provisions to the workers and employees of the shock brigade of cartridge and weapons factories.

**ON 20 RESPONSIBLE COMRADES FOR THE CAVALRY ARMY**

The question is to be dropped in view of the measures undertaken in this regard by comrade Stalin.
