RESOLUTIONS OF THE COUNCIL OF LABOR AND DEFENSE, II SESSION

ON THE STATE OF ARMY SHOE SUPPLIES
Establish a commission tasked with reviewing the measures being undertaken by the military authorities and by the commission responsible for determining the army’s strength, with a view to ensuring more economical and more efficient shoe provision for the fighting units of the armed forces.
Commission Composition:
Sklyansky, Avanesov, Svidersky, with the authority to delegate their duties only to specially authorized representatives.
Entrust Comrade Avanesov with convening the commission.
Schedule a report on the commission’s work, to be delivered by Comrade Avanesov, before the Council of Labor and Defense within two weeks.
Direct the Main Leather Industry Directorate to pay particular attention to evacuated leather raw materials and finished leather goods.
Schedule a report on this matter for presentation to the Council of Labor and Defense by Friday.
ON THE ALLOCATION OF FIVE MILLION RUBLES IN GOLD TO THE PEOPLE’S COMMISSARIAT FOR FOREIGN TRADE FOR THE PURCHASE OF GOODS PARTICULARLY ESSENTIAL TO THE ARMY
Release five million rubles in gold to the disposal of the People’s Commissariat for Foreign Trade, earmarked for the acquisition of certain goods that are especially critical for the army—such as sole leather, harnesses, tack, equipment, soap, various canned goods, cocoa and chocolate, and pharmaceuticals.
Consult with the People’s Commissars.
ON THE DETACHMENT FROM MOSCOW’S SOVIET INSTITUTIONS OF OFFICERS WHO ARE QUALIFIED FOR SERVICE ON THE WESTERN FRONT
Instruct all commissariats, in consultation with the military authorities, to designate officers who are fit for duty on the Western Front, requiring them to report to the Commission under the Revolutionary Military Council of the Republic, so that, upon the expiration of a three‑day period following their arrival, they may be dispatched to the Western Front.

Extend this measure to the institutions of the military authorities and to the Moscow Soviet.
Schedule a report on implementation for presentation to the Council of Labor and Defense within one week.
ON WORK RELATED TO THE CLEARING OF THE NORTH Dvina CHANNEL
a) Take the report into consideration.
b) Instruct the Main Waterways Administration to take all necessary measures to deepen the navigational channel around the area of magnetic mines along the North Dvina River.
c) Assign Comrade Avanesov the task of verifying whether all measures have been taken to put into practice the new invention for the retrieval of mines.

ON THE PROVISION OF CLOTHING TO THE ARMY OF THE WESTERN FRONT
1. Instruct
the All‑Union Extraordinary Commission to adopt the most resolute measures to combat speculation in military uniforms and equipment.
2. Hold accountable, pursuant to the decree on martial law, those found guilty of concealing or selling both finished garments and fabrics suitable for military uniform production.
