ON THE STATE OF THE ARMY'S FOOTWEAR SUPPLY
To create a commission, instructing it to verify the measures
taken by the military department and the commission for determining
the size of the army for a more economical and correct supply
of footwear to the fighting part of the army.
Composition of the commission:
Sklyansky, Avanesov, Svidersky, with the right to replace themselves only
by specially authorized persons.
To entrust Comrade Avanesov with the convocation of the commission.
To schedule Comrade Avanesov's report on the work of the commission
in the Council of Labor and Defense in 2 weeks.
To draw the attention of Glavkozh to the evacuated leather
raw materials and finished products.
To schedule a report on this issue in the Council of Labor and Defense
for Friday.
ON THE RELEASE TO THE PEOPLE'S COMMISSARIAT FOR FOREIGN TRADE OF FIVE MILLION RUBLES IN GOLD
FOR THE ACQUISITION OF GOODS ESPECIALLY NECESSARY FOR THE ARMY
To release to the NKVT [People's Commissariat for Foreign Trade] five million rubles
in gold for the purpose of acquiring certain goods that are especially
necessary for the army, such as: sole leather, yokes, harnesses, tackle, soap, canned goods
of various kinds, cocoa and chocolate, medicines.
To poll the People's Commissars.
ON DETACHING OFFICERS FIT FOR THE
WESTERN FRONT FROM SOVIET INSTITUTIONS
IN MOSCOW
To instruct all commissariats, in agreement with the military
department, to single out officers fit for the Western Front,
obliging them to report to the commission under the Revolutionary Military Council of the Republic,
so that after a three-day period after the appearance, they
would be sent to the Western Front.
