ON THE SUPPLY OF CLOTHING TO THE ARMY UNITS OF THE WESTERN FRONT

a) With regard to the supply of clothing to the army units of the Western Front, a commission is hereby established under the chairmanship of Comrade Stalin (with the authority, upon special delegation by Comrade Stalin, to appoint a designated representative),
tasking it with: immediately launching an urgent investigation into the precise state of military‑issue fabric production—particularly of gray‑blue cloth—and with devising immediate measures to ramp up production, as well as conducting a thorough inventory of fabric stocks in warehouses.
b) Comrade Bronstein is appointed as the authorized representative of the Council of Labor and Defense, charged, under the oversight of Chusosnabarma and the aforementioned commission, with taking the most vigorous steps to requisition from all available warehouses the materials and garments indispensable for the army units.
A report on implementation is to be submitted by Comrade Stalin—or his specially delegated representative—to the Council of Labor and Defense on Wednesday, May 12, 1920.
c) Until further notice from the Council of Labor and Defense, fabrics allocated by the factories of Glavtekstil are to be issued primarily according to requisitions from the military authorities; only after these requisitions have been fully satisfied may fabrics be distributed to other institutions—this provision also applies to materials that had already been requisitioned by other departments.
A report on implementation is to be submitted to the Council of Labor and Defense on Wednesday, May 12 of this year.

ON THE SUPPLY OF FOOTWEAR TO THE ARMY UNITS OF THE WESTERN FRONT

With regard to the supply of footwear to the army units of the Western Front, a commission is hereby established, composed of a representative from Glavkozhp, Sheinman, Akkerman, or a specially designated delegate, tasked with submitting to the Council of Labor and Defense accurate data derived from a comprehensive survey of the leather‑working industry, assessing the feasibility of securing overseas contracts for the procurement of sole leather, and implementing the urgent measures adopted on behalf of the Council of Labor and Defense to ensure the army’s footwear supply.
A report on implementation is to be submitted to the Council of Labor and Defense on Wednesday, May 12, 1920.
ON THE MILITARY SUPPLY OF THE ARMY UNITS OF THE WESTERN FRONT

a) The Council of Military Industry is instructed to submit to the Council of Labor and Defense by Wednesday a report on the current state of production in the areas of cartridge supply, rifle manufacturing, and ammunition production—as well as practical proposals for boosting military production.
b) The Revolutionary Military Council of the Republic is instructed to ensure that a sufficiently competent representative is delegated to attend the relevant meeting on this matter.
ON THE DRAFT MILITARY REGULATIONS

The Revolutionary Military Council of the Republic is instructed to present to Comrade Stalin tomorrow, May 11, 1920, a draft of the military regulations, first inviting a representative of the VSNKh to participate in the preliminary review of this draft.
