DECISION OF THE COUNCIL OF LABOR AND DEFENSE
MAY 10, 1920
ON SUPPLYING THE WESTERN FRONT ARMIES WITH CLOTHING

a) On the question of supplying the Western Front armies with clothing, establish a commission under the chairmanship of Comrade Stalin (with the right of replacement by a specially authorized representative of Comrade Stalin), entrusting it with: beginning work today on urgent clarification of precise data concerning the state of production of military-pattern textiles and, in particular, of grey greatcoat cloth, on urgent measures to strengthen production, and on verification of textile stocks in warehouses.

b) Appoint Comrade Bronstein as authorized representative of the Council of Labor and Defense, entrusting him—under the supervision of Chusosnabarma and the aforementioned commission—to take the most energetic measures to extract from all warehouses materials and clothing necessary for the armies.

The report on execution is to be submitted to Comrade Stalin or his specially authorized representative on Wednesday, May 12, 1920, in the Council of Labor and Defense.

c) Until further order of the Council of Labor and Defense, materials from the factories of Glavtekstil are to be issued first and foremost according to orders of the military department, and only after satisfaction of military department orders—according to orders of other institutions, and this decision applies also to those materials which have already been assigned to other departments.

The report on execution is to be submitted to the Council of Labor and Defense on Wednesday, May 12 of this year.

ON SUPPLYING THE WESTERN FRONT ARMIES WITH FOOTWEAR

On the question of supplying the Western Front armies with footwear, establish a commission composed of a representative of Glavkozh, Sheinman, Akkerman, or a specially authorized representative, entrusting it with presenting to the Council of Labor and Defense precise data from investigation of the state of the leather industry, the possibility of concluding a transaction abroad for the procurement of sole leather, and to carry out urgent measures adopted in the name of the Council of Labor and Defense for supplying the army with footwear.

The report on execution is to be submitted to the Council of Labor and Defense on Wednesday, May 12, 1920.

ON MILITARY SUPPLY TO THE WESTERN FRONT ARMIES

a) Entrust the Council of Military Industry with presenting on Wednesday to the Council of Labor and Defense a report on the state of production in the area of supplying ammunition, rifles, and machine guns, and practical proposals on raising military production.

b) Entrust the Revolutionary Military Council of the Republic to ensure that a sufficiently competent person be delegated by them to the session on this question.

ON THE DRAFT MILITARY REGULATIONS

Entrust the Revolutionary Military Council of the Republic with presenting to Comrade Stalin tomorrow, May 11, 1920, a draft of military regulations, previously proposing to him that he draw in a representative of the Supreme Council of the National Economy to participate in the consideration of this draft.
