The case of the Zavolga Military District (Samara Military District) before the All-Russian Central Executive Committee.

Frunze called Ivanov (chairman of the commission that conducted the investigation in Samara) a White Guard (Frunze is interested in whitewashing—it seems): I protested, because Ivanov is a party member. But Stalin said that he, Stalin, also declares that Ivanov is a White Guard.

(Frunze appealed and demands an investigation into the investigative commission.)

In Samara, the Provincial Party Committee arrested the chairman of the Cheka; he was sent here, and now the chairman of the Cheka declares that the Provincial Committee was preparing a new Sapozkovshchina.**

The Cheka accuses Ivanov of being a troublemaker.

The Organizational Bureau recalled Ratner, chief of the special department of the Zavolga Military District (and this chief, Ratner, was exposing abuses).

Avksentiev and others are heavily implicated.

The case will be before the Presidium of the All-Russian Central Executive Committee on Thursday, May 12.

RESOLUTION OF THE COUNCIL OF LABOUR AND DEFENCE
May 7, 1920

Having heard a report on the energy displayed by the workers and employees of the Chelyabinsk mines, which expressed itself in the extraction of coal exceeding the Glavugol production program for the first quarter of 1920 by 25%, and also not only in the complete fulfillment of the production program of 2,200 thousand poods in April, but also in the production of 900 thousand poods above the norm, the Council of Labour and Defence resolves:

To express gratitude to the workers and employees of the Chelyabinsk mines and to instruct the People's Commissariat of Food Supply, jointly with the People's Commissariat of Labour and the presidium of the Supreme Council of the National Economy, to award them a bonus.

RESOLUTION OF THE COUNCIL OF LABOUR AND DEFENCE
May 7, 1920

The Council of Labour and Defence, in development of its resolution of April 30 of the current year, resolved:

1) In order to avoid, for the sake of the success of the work, frequent rotation of military units performing work on the construction of the Aleksandrov-Gai—Emba railway, to place at the complete disposal of the Second Revolutionary Army of Labour several rifle regiments by order of the Commander-in-Chief of all the Armed Forces of the Republic, provided, however, that the regiments remain in full readiness to be directed at the Commander-in-Chief's demand for the execution of operational tasks.
