TELEGRAM TO ALL GUBISPOLKOMS,
GORISPOLKOMS OF MOSCOW AND PETROGRAD,
GUBREVCOMS, SPBREVCOM

According to the resolution of the VII Congress of Soviets, the Council of People's Commissars has resolved to schedule for August of this year the conducting of demographic, professional and agricultural censuses with a brief accounting of industrial enterprises. For the socialist construction of the Soviet Republic, the data from these censuses will have paramount and guiding significance. I propose that you provide all possible assistance, both during the organizational work and during the period of conducting the censuses and the urgent processing of the materials received, to the Central Statistical Administration and its local bodies, which are charged with conducting these censuses, for the strict implementation. All forces and resources available in the governorate, necessary for conducting the censuses, must be used. Assist the Gubstatbureau in attracting employees by way of mobilization and labor conscription of teaching and agronomic personnel and employees of other Soviet institutions, according to a special plan developed by the Central Statistical Administration with the relevant departments.

Provide the necessary means of transport and means of communication by post, telegraph and messenger for the delivery of census materials and the movement of statisticians. Provide the Gubstatbureau with printing houses, paper for printing census forms, office supplies and packaging materials, and provide premises fully equipped with fuel, lighting and inventory. Issue an urgent order to urban, volost and rural Soviet institutions to unfailingly assist the Central Statistical Administration and its bodies and all persons involved in the census. No less than once a week, and more often for the urgent resolution of issues, the chairman of the Gubispolkom receives reports from the heads of the Gubstatbureau on the state of affairs regarding the census and takes measures to organize its planned production. For insufficiently energetic assistance to the upcoming censuses, which are of paramount importance for the construction of the Soviet Republic, those guilty will be brought to trial by the Revolutionary Tribunal in a particularly urgent manner, regardless of the position they hold.

LETTER TO M. N. POKROVSKY

Comrade Pokrovsky!

I happened to have a conversation with Comrade Lunacharsky about the need to publish a good dictionary of the Russian language. Not like Dahl's, but a dictionary for the use (and learning) of everyone, a dictionary, so to speak, of the classical, modern Russian language (from Pushkin to Gorky, approximately). Put 30 scientists or however many are needed on rations, taking, of course, those unfit for other work—and let them do it.

Lunacharsky said that he had already thought about this and that either it is being done or it will be done.
