Complete carefreeness, negligence or lack of understanding and unwillingness to understand
what is necessary.

It is necessary to ensure (both from Litvinov and all members of the R.K.P. abroad and from all
"bureaus" and agencies) that persons connected with literature are hired
in each country (to begin with, in Denmark, Holland and the like will suffice) with the obligation to collect 4-5 copies of every socialist and
anarchist and communist pamphlet and book, every resolution,
all reports and minutes of congresses and so on and so forth in all languages.

Everything to be delivered to Copenhagen, to Stockholm, to Vienna and the like (to Berlin as well).

Opportunities do occur — rarely, but they do occur. One must collect in advance through hired
persons (Russian slovenly types will never do this punctually).

To grudge money on this is stupid.

Ström
Z. Höglund
Chilbum
Rothstein and so on.

Let there be 3-5 or more such collectors, for otherwise we shall never
receive that which is absolutely necessary.
