Benefit: (1) in capitals and in all non-agricultural, factory
cities a huge simplification (because there a mass works
in Soviet enterprises or in Soviet institutions).
(2)
In non-industrial cities we clearly distinguish the population,
not working in Soviet enterprises and Soviet institutions,
and this population must be gradually sublated, welded (either start your own garden, or go to work in Soviet enterprises or Soviet institutions).
We will not feed those who do not work in Soviet enter-
prises, nor in Soviet institutions.
To calculate under what system there will be fewer ration
cards, and the whole system will be simpler.

RESOLUTION ON A TELEGRAM FROM TAGANROG
April 29, 1920
Moscow, Chairman of the Council of Labor and Defense to Lenin
Chairman of the All-Russian Central Executive Committee Kalinin*
District party conference of the CPb of the Taganrog district. We are outraged by the confusion
that is happening around the issue of the borders of the Donetsk
province and the Don region. Lugansk telegraphs to Taganrog, referring to the decree
of the Council of People's Commissars, to obey it, Rostov
telegraphs to Taganrog that the borders of the Don region remain the same. Part of the Taganrog
district without the knowledge and consent of the Taganrog
district revolutionary committee has already been occupied by the Donetsk province, where
representatives of Lugansk threaten representatives of Taganrog with arrest and armed force. The party
conference urgently asks to stop the outrages that completely disorganize
the work of the Taganrog district military commissariat, the volrevkoms
in the field.

on the instructions of V. I. Lenin: "Copies to Stalin, Vladimirsky."
Vladimirsky is sick.
Call the People's Commissariat for Internal Affairs (Vasiliev?)
