RESOLUTION ON THE TELEGRAM FROM THE REVOLUTIONARY MILITARY COUNCIL OF THE XI ARMY
April 28, 1920
To Stalin for discussion, to print?
On April 27, the vanguard of our army and armored trains occupied Baku**. The working masses of Azerbaijan, with the help of the Red Army, overthrew the bourgeois government and established Soviet power. The valiant units of the XI Army made a two-hundred-verst advance in two days and, with their lightning strike, prevented the infernal plot of the bourgeoisie, who wanted to destroy the oil treasures before their departure. This is our May Day Saturday work. The multi-million reserves of oil are now wrested from the hands of international capital and have become the property of the proletariat... The working masses of Azerbaijan enthusiastically welcome the Red Army as the liberator from the yoke of capital. The Red Army soldiers are behaving as worthy sons of the proletarian state. Long live Soviet Azerbaijan! Long live the Red Army!
* In the telegram addressed to V. I. Lenin, it was reported: "Ordzhonikidze in a note asks you not to rush with Uratadze." The Revolutionary Military Council supported Comrade Ordzhonikidze's statement.
** The establishment of Soviet power in Baku was reported by Pravda on April 29. On the same day, V. I. Lenin mentioned this fact in his speech at the congress of workers in the glass and porcelain industry (see Collected Works, Vol. XXV, p. 252).

NOTES TO THE SECRETARIAT OF THE CENTRAL COMMITTEE OF THE RCP(b)
April 1920
I propose the directive: all articles about Poland and the Polish war should be reviewed by responsible editors under their personal responsibility. Do not overdo it, i.e., do not fall into chauvinism, always distinguish the gentry and capitalists from the workers and peasants of Poland.
Lenin
Fully agree*.
