NOTES ON THE DECREE
ON LABOR-RELATED FOOD RATIONS*

1) The title must be revised.
2) The universal “civilian” ration should be abolished.
3) The ration system should be based on labor—namely, on the number of days worked.
4) Labor rations should be divided into categories according to the relative lightness or heaviness of the work involved.
5) Category 1:
intellectual and office-based labor
6) Category 2:
physical labor
7) Category 3:
particularly arduous labor, and so on.
8) “Shock groups”—that is, professions and enterprises of particular importance to production—are, by decree of the SNK (and sometimes under special regulations), reclassified into categories 2, 3, and beyond, as determined by the Council of Defense.
9) For those who are not employed, the unemployed, as well as merchants and the like, a particularly low ration is established—and then further adjusted through exemptions.
10) Special exemptions are granted for children and the ill.
