1 I. V. Kossior — member of the Bolshevik Party since 1917. After the October Socialist Revolution he held leading military, party and Soviet posts; was chairman of Grozneft.

G. P. Pylayev — member of Glavkonneft and chairman of the Grozny Oil Committee; in May 1920, by decision of the Politburo, was assigned to work in the Political Department of the Cavalry Army.

2 On 26 April I. V. Kossior, by telegram from Grozny to I. T. Smilga in Rostov (copy to V. I. Lenin in Moscow), informed that he had assumed his duties as chairman of Grozneft, reported that Pylayev had left Grozny, and requested "confirmation for the execution of Comrade Lenin's order" (these words in the telegram were underlined by Lenin).

Beneath the text of the telegram Lenin wrote: "Is further confirmation necessary?"

Further, Commander-in-Chief S. S. Kamenev wrote that Kossior, as a military man, requires confirmation of the order of the Council of Defence from his immediate superior — Smilga, while confirmation from Lenin is not required.

On the telegram there is a notation by Lenin: "To the archives".
