On April 21, Sovoborony [Council of Defense] resolved to take especially intensive measures for the fulfillment of the plan for supplying the Republic with bread and fodder and to involve in the transportation of foodstuffs from internal collection points to railway stations and river ports by means of conducting labor and draft duties and using military forces. In accordance with this, I propose, as a combat order, that within 24 hours of receiving this telegram, commissions of three be formed for the duration of the grain removal from internal collection points to railway stations, chaired personally by the gubprodkomissar, and consisting of the head of the gubkomtrud and the gubvoenkom, to carry out the implementation of the aforementioned resolution of Sovoborony. The Gubkomtrud is obliged to immediately meet the needs of the Gubprodkom for labor and draft power as a priority. The commission of three must: 1) immediately clarify from where, what quantity, and to which railway stations the goods should be transported, and exactly what kind of foodstuffs; 2) declare mandatory labor and draft duties in these areas and involve the necessary number of military forces and draft means; 3) immediately present all that is brought to the stations to the railway, organize loading in the same combat order, bearing in mind that the timely provision of empty cars is ensured by the NKPS; 4) monitor the entire course of work, report weekly to the gubispolkom on the results of the work, and send a note by direct wire every Monday to the duty representative of the People's Commissariat of Food.
