In spite of [despite] the decree of the Sovoborona, which ordered you [as a] military order to bring all the quantity of seeds required by the orders of the People's Commissariat for Food [within] ten days, to take all measures to strengthen the shipment of seed material1, the latter is going on [in] your province very poorly. The success of the work depends exclusively [on] your province. The success of the work depends exclusively [on] your energy and efficiency. Failure to succeed causes an unacceptable situation of insemination, because the lack of seeds threatens disasters both to the consuming provinces and to the whole Republic. The People's Commissariat expects the fulfillment of the combat order of the Sovoborona [on] the full implementation of the entire seed plan, on your work [in] the first combat seed week and at the end of the second week requires a general report for the entire past period. I order under the personal responsibility of the provincial food commissar to take [within] the short remaining period of time the most exceptional energetic measures [for] the procurement, transportation, shipment of material according to the plan. I propose that the Predgubisolkomissar render full assistance to the provincial food commissar [in] this task, so that no later than the fifth of May all the quantities required by the plan were brought [to] the stations and made available [for] shipment.
