### RESOLUTION ON THE TELEGRAM FROM EKATERINBURG
[April 19, 1920]
On the agenda of the Sovnarkom 1.
1. The resolution is written on a telegram from Ekaterinburg dated April 17, 1920, from the deputy chairman of the Council of the First Labor Army to the Presidium of the All-Russian Central Executive Committee (VTsIK) with a request to prohibit further changes in the borders of the Ural and Trans-Ural provinces, and with a proposal to entrust the Sovtrudarm (Labor Army) with the development of a new administrative division of the Ural region. The project, after thorough consideration on the ground, should be submitted to the Presidium of the VTsIK.
2. On April 20, 1920, at a meeting of the Sovnarkom, the following decision was adopted: "The Council of People's Commissars instructs all local institutions of the Trans-Ural region to be extremely moderate and cautious in the matter of the new administrative division of the provinces. This directive also applies to the First Labor Army, which should not form any special commissions on this issue." Signed by Lenin, this decision was sent by telegraph to Ekaterinburg. Additionally, the Sovnarkom adopted the following decision: "To reprimand the First Labor Army for its insufficiently serious attitude toward the issue of the new division of the provinces and to demand more solid preparation of the matter in the future, so that there are no contradictory reports from the field."

### TELEGRAM TO GROZNY
[April 22, 1920]
To Kosiior in Grozny, copy to Pylaev and Smilga 1
In view of the necessity to return Pylaev to military duties, as well as the need to more closely link the leadership of the industrial oil region with the use of military units designated for this purpose, the Defense Council (Sovoborona) deems it appropriate to propose to the VSNKh (Supreme Economic Council) to appoint Kosiior as the head of the Grozny Oil Administration, with the condition that he fully and in all respects be subordinate to the organs of Glavkonfte (Main Oil Administration) and devote all his time to the management of the oil industry, while selecting an assistant for the direct management of the labor army personnel. Pylaev must immediately depart for the disposal of the Revolutionary Military Council (RVS) of the Cavalry Army. Inform by telegram about Kosiior's assumption of office 2.

1 Ivan V. Kosiior — a member of the Bolshevik Party since 1917. After the October Socialist Revolution, he held leading military, party, and Soviet positions; he was the chairman of Groznneft.
Georgy N. Pylaev — a member of Glavkonfte and the chairman of the Grozny Oil Committee; in May 1920, he was appointed by the Politburo to work in the Political Department of the Cavalry Army.
2 On April 26, Ivan V. Kosiior, in a telegram from Grozny to Rostov to I. T. Smilga (copy to Moscow to V. I. Lenin), informed that he had taken up the position of the chairman of Groznneft, reported that Pylaev had left Grozny, and requested "confirmation of the execution of Comrade Lenin's order" (these words were underlined in the telegram by Lenin).
Under the text of the telegram, Lenin wrote: "Is further confirmation necessary?"
Further, the Chief of Staff S. S. Kamenev wrote that Kosiior, as a military person, requires confirmation of the order from his immediate superior, Smilga, and does not require confirmation from Lenin.
On the telegram, there is a note by Lenin: "To the archive."
