8) “Shock groups” (i.e., professions and enterprises of particular importance to production) are, by decree of the Council of People’s Commissars (and sometimes under special regulations), as well as by decision of the People’s Commissariat for Defense, assigned to categories 2, 3, and beyond.
9) For those who are not employed, the unemployed, then merchants, and the like, a particularly low ration is established. Exemptions.
