In order to promptly organize forest exports, it is imperative—without delay and bypassing all obstacles and bureaucratic red tape—to immediately begin putting the Petrograd port in proper working order, specifically by clearing the harbor of sunken barges and pontoons. The salvaged pontoons must be swiftly repaired and made available to the Naval Repair and Production Administration. Please report on all work undertaken via telegram every Saturday to me, with a copy forwarded to the Committee on Foreign Trade under the VSNKh.
