RESOLUTION TRANSMITTED VIA TELEGRAM FROM YEKATERINBURG

1. The resolution was drafted on a telegram received from Yekaterinburg on April 17,

from the Deputy Chairman of the Council of the First Labor Army, addressed to the Presidium of the All‑Russian Central Executive Committee, requesting that further alterations to the boundaries of the Ural and Pre-Ural gubernias be prohibited, and proposing that the Council of Labor Armies be tasked with initiating the development of a new administrative division of the Urals—a draft of which, after thorough on-site deliberation, should be submitted to the Presidium of the All‑Russian Central Executive Committee.
On April 20, 1920, at a meeting of the Sovnarkom, a resolution was adopted: “The Council of People’s Commissars directs all local authorities in the Pre-Ural region to exercise extreme moderation and caution in matters pertaining to the reorganization of gubernial administration; moreover, this directive is to be followed by the First Council of Labor Armies, which is specifically instructed not to establish any special commissions devoted to this issue.”
The resolution, signed by Lenin, was dispatched via telegraph to Yekaterinburg. In addition, the Sovnarkom adopted another resolution: “To issue a formal reprimand to the First Council of Labor Armies for its insufficiently serious approach to the question of the new gubernial division, and to demand, going forward, a more substantial preparatory effort in this matter, so as to prevent conflicting reports from reaching headquarters.”
