1) immediately ascertain from where, what quantity, to which railway stations it is necessary to transport, and what specific food supplies; 2) declare mandatory labor and animal-powered duties in these areas and involve the necessary number of military forces and animal-powered resources; 3) present everything transported to the stations immediately to the railway, organize loading in the same combat order, bearing in mind that the timely supply of empty cars is ensured by the NKPS; 4) monitor the entire course of work, report to the Gubernia Executive Committee every week on the results of work, and report on Mondays with a note via direct line to the on-duty representative of the Narkomprod.

I authorize you to announce to the highlanders that I promise to get financial assistance for them through the Council of People's Commissars. Issue them up to 200 million as an advance on this. Narimanov will travel to Petrovsk in the next few days according to your proposal. You may inform Mr. Uratadze*** on your own behalf that the government has no objection to his arrival in Moscow, and I fully agree with you that there is no need to rush his departure from Rostov to Moscow, in view of which I leave it to you to set the date of departure at your discretion. On the issue of land relations, you can act independently, informing us, however, about the measures you are taking in this area. Please inform us more often. Please expedite the transfer of units to the Southwestern Front.
