NOTE TO THE PEOPLE'S COMMISSARIAT OF MILITARY AFFAIRS

8404
It is necessary to bring to trial (as an example) 1-2 persons** for the spreading of rumors.

NOTES TO THE MANAGERS OF AFFAIRS AND SECRETARIES OF THE COUNCIL OF PEOPLE'S COMMISSARS

April 14, 1920

To the Secretariat of the Council of People's Commissars and to the Administration of Affairs of the Council of People's Commissars

Immediately issue an order that in all premises of the Council of People's Commissars and the Council of Defense, as well as in all commissions appointed by them, there must always be carafes of boiled water and several glasses.

Comrade Secretary!

It is necessary to see to it that this does not happen (members of the Council of People's Commissars may)***. Supervise more strictly!

* The note was written in connection with a petition from the commissioner of the Public Library in Leningrad to give him, on behalf of the People's Commissariat of Education, a "formal prohibition" on issuing for home use rare copies of pre-October revolutionary literature stored in the library.

** The note was written by V. I. Lenin on a report from the deputy people's commissar of military affairs concerning the fact that certain railroad workers and officials of the Military Communications Administration were divulging secret information.

*** The order was issued in connection with the presence at a session of the Council of Labor and Defense of representatives of departments who had not been summoned to that session.

Move the reception schedule (9½—1 o'clock), one person to the end. Otherwise it won't work.

Tsyurupa asks you to arrange a meeting for him tomorrow
before the Council of Defense.
He will arrive tomorrow in the Kremlin around 11½.
Will you telephone him or should he call you? Or should he call the telephone booth?*

TO THE ADMINISTRATION OF AFFAIRS OF THE COUNCIL OF PEOPLE'S COMMISSARS

It is superfluous and absurd that, after reviewing the papers, you write "for review by V. I." (!??) ((this is already clear)) or "I would suppose thus-and-so".

It is necessary to write in 3 lines the essence of the matter.
Otherwise there is no point in your reviewing it.

To Fotiyeva: make a copy (in secret) [to be kept in my archives], then seal, stamp, and obtain the courier's receipt, checking especially carefully.

Lydia Aleksandrovna!

Distribute everything as quickly as possible...

Speak immediately with Stalin by telephone and telephone me his answer.

Greetings! Lenin

* Underlined by V. I. Lenin.

Where?
In his [office] in the Kremlin?
Before 11½
I cannot [come], at 11½ to 12
I shall try, if
I don't oversleep.

You were not "silenced," but rather they have been too gentle with you.

1) Get a signed pledge from all secretaries that during sessions of the Council of People's Commissars only notes are to be submitted, and I forbid talking.

2) Post such an announcement in the secretaries' office.

10398

Workers from the Moscow Committee will telephone at 9 o'clock. Arrange it so that they come at 9½.
