AUTHORIZATION TO L. B. KRASIN
The Government of the Russian Socialist Federative
Soviet Republic hereby declares that Russian citizen Leonid Borisovich Krasin is authorized to enter
into negotiations with the Government of the United States of America
for the conclusion with the Russian Socialist Federative
Soviet Republic of a political agreement and a treaty on the complete restoration of peaceful relations between both
countries and all kinds of economic agreements and to sign
such agreements on behalf of the Government of the Russian Socialist
Federative Soviet Republic.
The said agreements shall be subject to ratification in the manner prescribed by Russian fundamental law in the event
of their recognition on the part of those institutions that have
the right of ratification as corresponding to the interests of the Russian
Republic.

LETTER TO THE EXECUTIVE COMMITTEE OF THE COMINTERN
Before July 19, 1920
It is still necessary for the II Congress of the III International
to write theses on the international economic and political
situation.
Could Lapinsky or someone else be entrusted with a preliminary draft with such an approximate plan
of these theses'?
1.
The division of all land (both in the sense of spheres of influence of banking
and financial capital, and in the sense of international syndicates
and cartels, as well as in the sense of the seizure of colonies and semi-
colonies) is the main fact of imperialism, the economy of the 20th
century.

2. Hence the inevitable imperialist wars in general and in
particular the 1st imperialist war of 1914-1918.
3. Results of this war:
a) a decrease in the number of world-
powerful states, an increase in the number of weak, plundered, divided, dependent
ones;
b) a gigantic exacerbation of all capitalist
contradictions, both within all capitalist countries and between countries;
c) in particular, the exacerbation, on a global scale,
of both poles of capitalism:
an increase in the luxury of a negligible number of magnates of capital;
an increase in need, poverty, ruin, hunger, unemployment,
extreme insecurity of existence;
d) the strengthening of militarism, the strengthening and acceleration of preparations
for new imperialist wars, economically inevitable; an increase in the number of wars throughout the world, and moreover wars that are especially
revolutionary;
e) the complete collapse of the League of Nations, the exposure of its lies; the collapse of
"Wilsonism." The collapse of bourgeois democracy.
4. Explanation, the most brief, on the characteristics (cf. the
report of P. Levi on April 14, 1920):
England and America
France
Japan the remaining neutral countries of Europe and America
the defeated countries (Russia and Germany mainly)
colonies semi-colonies (Persia, Turkey, China).
5. Raw materials—their depletion
industry—its debilitation (fuel, etc.)
currency—its collapse. Debts. Depreciation of money.
"Derangement," disintegration of the entire system of world economy.
6. Result = world revolutionary crisis. Communist movement and Soviet power.
