1V.I. Lenin was addressing N.P. Bryukhanov, Deputy People’s Commissar for Food Supply, who had been appointed to this post on February 24, 1920; on the same day, A.B. Halatov was confirmed as a member of the Collegium of the People’s Commissariat for Food Supply. On April 8, 1920, Halatov was designated as the representative of the People’s Commissariat for Food Supply on the Higher Council for Transportation (see: Decrees of Soviet Power, Vol. VIII, Moscow, 1976, p. 393). On December 14, 1920, Halatov was once again admitted to the Collegium of the People’s Commissariat for Food Supply.
