¹ Written on a telegram from Zhizdra addressed to the Bryansk Guberniya Executive Committee (copies: Guberniya Prodkom, Moscow: Narkomprodnarcom, Sovnarkom, Presidium of the All‑Russian Central Executive Committee, VChK), which reported that the Kosmochevsky District Prodkom in Zhizdrinsky Uyezd, Bryansk Guberniya, held up to 1,000 poods of meat, along with substantial reserves of various foodstuffs in other district prodkoms within the uyezd.
Under existing technical conditions, transportation was impossible. The Presidium of the Zhizdra Uyezd Executive Committee insisted on an urgent directive to transfer the meat to the workers of the Maltsevsky Factory District and to local institutions.
