to liberate the locomotives they had put into permanent service,
with the exception of those assigned to armored trains, garrison
units* and railway divisions, as well as those stationed on the mainline sections of the railways in quantities not exceeding what was necessary for the operational needs of those sections. Oversight of the implementation of this decree is to be entrusted directly to the Revolutionary Military Councils of fronts, separate and independent armies—and where such councils do not exist, to army commanders—while securing the broadest possible cooperation from the transport authorities of the GPU, the People’s Commissariat for Railways, the Central Administration of Military Communications, and the chiefs of military communications for fronts and armies.

The same applies to Georgia, though I would advise approaching that region with even greater caution.
