(DECREE OF THE COUNCIL OF DEFENCE, 12 MARCH 1920)

For the full utilisation of carrying capacity and economy of fuel in the Republic,
the movement of emergency trains on the network of railways of the RSFSR is categorically prohibited

without loading such trains up to the maximum norm, namely with firewood, units of troops, etc., under the personal responsibility of the persons for whom such trains are provided, as well as their commandants.

Assistance to the railways and supervision over this decree shall be entrusted locally to the transport organs of the Cheka, and at the centre to the People's Commissariat of Transport.

This decree shall be put into effect by telegraph.
