1 Representatives from the workers of the Glukhovo Manufactory, in the amount
of 9 people, visited Lenin on March 1, 1920.
In the memorandum, the delegation asked to equate the ration of the workers of the Glukhovo Manufactory
to the ration of the workers of Moscow and to single out the Glukhovo Manufactory, on a par
with the "Elektroperedacha" enterprise neighboring them, into a special food
unit. The notes were sketched by Lenin on the blank of the Chairman of the SNK. Above the text of the memorandum, Lenin's note: "the case of the workers of the Glukhovo manufactory" (archive of the IML, doc. Л1 4857).

Upon Lenin's receipt of the memorandum, the Secretariat of the SNK, on
Lenin's instructions, inquired about the food situation
of the workers: A. B. Khalatov — as a member of the board of the People's Commissariat of Food, V. P. Nogin,
who headed the textile industry at that time, and S. P. Sereda as People's Commissar of Agriculture (archive of the IML, doc. No. 4838).

Lenin intends to send the workers of the Glukhovo Manufactory
for a conversation to S. P. Sereda, about which S. P. Sereda asked, in connection with the request of the Secretariat
of the SNK (archive of the IML, doc. No. 4838).

This phrase is added in ink, apparently later (the notes are
written in pencil).

Comrade Kiselev, a member of the Presidium of the All-Russian Central Executive Committee, agreed to take on himself the convocation of the Commission.
Task of the Commission:
discussion of the proposals of the Ivanovo-
Voznesensky Provincial Committee on Food from 6/III and the development of emergency
measures for assistance.1 Report on the execution by Saturday to the S.N.K.
Pr. s.n.k. V. Ulyanov (Lenin).

A report on the food supply of the Ivanovo-Voznesensk workers (by a member of the board of the People's Commissariat of Food, A. B. Khalatov) was heard at
a meeting of the Council of Defense on March 10, 1920. In addition to the urgent task
assigned to Glavvod to supply the Ivanovo-Voznesensk Provincial Food Committee with tonnage
of 400 thousand poods for the supply of potatoes, - the representatives of the People's Commissariats
were instructed to come to an agreement on this issue at the upcoming meeting of March 10, 1920, and to submit it, in case of an agreement reached, for Lenin's signature, otherwise to submit this issue to
the next meeting of the Council of Defense (Minutes of the Council of Defense As 103 of March 10,
1920). The order to the People's Commissariats was written by Lenin, apparently,
at the meeting of the Council of Defense during the discussion of the report by A. B. Khalatov.
