DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE’S COMMISSARS.

At the heart of all efforts to enhance the organization and economic performance of state farms lies the resolute struggle—first, against the openly landlord-like abuses that have come to light in the application of monetary and sharecropping leases, and the like; and second, against the extreme inadequacy of labor discipline and the strikingly low levels of labor productivity.

Demand that provincial land departments and state farms submit precise data
on the specific measures they have implemented and on the practical results achieved in practice. Appoint responsible officials and hold them accountable before the law in cases where this resolution is not enforced or where abuses persist. Do not hesitate to completely replace the entire administrative staff of the worst-performing farms. Classify state farms according to their distinct types—educational and demonstrative, specialized, production-oriented, and purely consumer-based—and keep separate records of the actual conditions prevailing in each of these enterprises.
1. On December 25, 1919, the Council of People’s Commissars discussed the issue of the extent of surplus food supplies obtained from Soviet agricultural enterprises. The Council resolved to establish a commission composed of representatives from the Commodity Supply Department, the People’s Commissariat for Land Affairs, the Supreme Council of National Economy, the Central Statistical Office, and the All‑Union Central Council of Trade Unions. As directed by Lenin (see p. 50 of the Collection), the commission was tasked with formulating concrete proposals for improving the accounting and oversight mechanisms governing state farms, as well as for adopting measures to enhance their organizational structure. The convocation of the commission was entrusted to S. P. Sereda, whose report on this matter was scheduled to be presented to the Council of People’s Commissars three weeks later.
On January 27, 1920, at a session of the Council of People’s Commissars, Sereda presented a draft directive on the administration of state farms. The draft was approved by the Council. The Commission’s report, which had been scheduled for discussion at the Council’s session on December 25, 1919, was brought up for deliberation at the Council’s meeting on March 9, 1920. During the consideration of this issue, Lenin proposed the draft resolution of the Council of People’s Commissars printed above. The final decision on the Commission’s report was postponed until the next session of the Council. The Council instructed S. P. Sereda, Chairman of the Commission, “to submit an accurate text of all resolutions pertaining to this matter, along with the first draft of a related resolution.” The “Draft Resolution on Measures for the Organization of State Farms,” prepared by the People’s Commissariat for Land Affairs, was approved by the Council of People’s Commissars following a report by V. V. Kuraev on April 15, 1919, with the stipulation that “this resolution be put into effect within one week, pursuant to internal administrative procedures” (Minutes of the Council of People’s Commissars, No. 362, April 15, 1919).
