1) The People’s Commissariat for Justice, in coordination with the People’s Commissariats for Health, Education, and Statistics, as well as the Central Statistical Office, shall be tasked with developing standardized reporting formats for every instance involving the prosecution of minors and the subsequent adjudication of their cases.

2) The People’s Commissariats for Education and Health shall be instructed to intensify efforts to establish therapeutic and educational institutions for disadvantaged minors.

The People’s Commissariat for Justice shall be charged with exercising stricter oversight over the personnel comprising commissions on juvenile affairs—and over how these commissions discharge their duties.
