I am sending you the document we discussed, which
points to an improper action—namely, the taking of documents—by Comrade Kozlovsky*.
I request that you forward to me the resolution of the Small Council stating that such irregularities must no longer be permitted in the future.

1 Lenin is referring to a complaint lodged by the Head of Administration of the Sovnarkom, V. D. Bonch-Bruevich, regarding the improper conduct of the Chairman of the Small Sovnarkom, M. Yu. Kozlovsky, who had taken several documents signed by Bonch-Bruevich from the Sovnarkom’s Administration for review without Bonch-Bruevich’s knowledge.*

1 I. L. Lorenz was a member of the VKP(b), and in 1919 he served in the Secretariat of the First Congress of the Comintern as a translator. At present, he is working in the Second International Trade Union Conference.
According to information provided by I. L. Lorenz (Arch. SHLE, Case No. 2473), this memorandum—requesting that the theses of Lenin on bourgeois democracy and the dictatorship of the proletariat be translated into German—was handed to Lorenz at the session of the First Congress of the Comintern on March 2, 1919 (see also Works, Vol. XXIV, p. 729, note 5), vm
