PROJECT.
1) Entrust the People’s Commissariat of Justice, in coordination with the People’s Commissariats of Health and Education and the Central Executive Committee, to develop reporting forms for each case involving the prosecution of minors and the subsequent adjudication of their cases.
2) Instruct the People’s Commissariat of Education and the People’s Commissariat of Health to intensify efforts to establish therapeutic–educational institutions for delinquent minors.
