RESOLUTION OF THE COUNCIL OF DEFENSE

In view of the completion of work on the restoration of the bridge across
the Kama River near Perm, which was carried out under exceptionally diffi-
cult conditions, 2 months ahead of schedule, calculated
based on maximum labor productivity, the Council of Workers' and Peasants' Defense, noting the exceptional
energy and labor discipline shown in the indicated work by technical personnel, employees and workers,
resolved:
To issue to all workers, employees and technical personnel who took direct part in
the work a monetary reward:
in
the amount of a two-month tariff salary—for those who have been working for at least three months, and in the
amount of a monthly salary—for those who have worked for more than a month,
but less than three months.

LETTER TO MEMBERS OF THE BOARD OF THE PEOPLE'S COMMISSARIAT OF FOOD
February 27, 1920
Comrade Vinogradov, chairman of the executive committee of the Vesyegonsk Teachers' Union, has presented the attached petition.
The essence of the matter is—to instruct the Vesyegonsk District Food Committee
to issue teachers (about 500 in the district) an increased ration of bread
and potatoes plus shoes or leather.
Both are from local stocks: there are surpluses in the district.
I request that you make the necessary inquiries today (the comrade must leave tomorrow) and answer me by telephone
(we will decide this evening in the Council of Defense).

OF SIMBIRSK, SAMARA, KAZAN,
PENZA, RYAZAN, and UFA

The Council of Workers' and Peasants' Defense confirms the neces-
sity of providing all possible assistance at the first demand
of the railway authorities by all provincial, district and volost executive committees for loading food
cargoes into wagons, as well as strengthening all work in connection with the
movement of food trains, strengthening repairs, systema-
tizing traffic, etc. Assistance should be provided by mobilizing the most responsible workers and placing
them at the disposal of the railway authorities, organizing labor conscription, providing horse-drawn
means, etc. Briefly telegraph the number of mobilized workers, as well as
other measures taken to assist.

The Central Committee confirms its decision on the need to
send responsible political workers from the Southwestern Front army to work on transport. The transfer
from the army to the railway is considered by the Central Committee as the main guarantee
for saving transport. Even the Caucasian Front has provided
the entire apparatus of the 2nd Army and 100 political workers to work on the roads of the southeast.
