Comrade Vinogradov, chairman of the executive committee of the Vesyegonsk Teachers' Union,
has submitted the attached petition.154

The essence of the matter is to order the Vesyegonsk food committee (uprodkom) to issue
teachers (approximately 500 in the district) an increased ration of bread and potatoes plus
footwear or leather.

Both from local reserves: there are surpluses in the district.

I request that you conduct the necessary inquiries today (comrade must leave tomorrow)
and report to me by telephone (this evening we will decide in the Council of Defense).
