The Council of Defense adopted, on December 24, 1919, a resolution designating the construction of the Alexandrov-Gai–Emba Railway and oil pipeline—as well as the conversion of the Krasny Kut–Alexandrov-Gai railway line to broad gauge—as urgent operational tasks. The People’s Commissariat for Military Affairs was tasked with dispatching two railway divisions to Saratov for the dismantling of the narrow-gauge Krasny Kut–Alexandrov-Gai line. In a telegram dated February 25 addressed to Chairman of the Sovnarkom V. I. Lenin, the Chief Engineer of the Alexandrov-Gai–Emba line, A. V. Budassi, reported that the railway divisions assigned to dismantle the tracks, despite numerous urgent requests, had remained in their original positions. He therefore requested that the People’s Commissariat for Railways and the Central Administration for Military Communications be instructed to expedite the immediate dispatch of both railway divisions (see also V.
