In view of the impossibility of transporting metal from the Urals by rail, it is necessary to take all measures to dispatch it by water. For this purpose, it is necessary to provide wagons for hauling metal from the factories to the shipping wharves, as well as cartage and workers where there are no railways. At the wharves there are negligible stocks of metal, and without haulage to the wharves, water transportation will be impossible. It is essential to provide wagons for transporting metals and, in addition, to authorize the representatives of the Food and Raw Materials Supply Board to demand the supply of them for this purpose against the underload of other departments. Up to 3 million poods must be hauled to Levshino from the factories of the northern and central Urals, and up to 1 million poods to Ufa from the factories of the southern Urals. It is also necessary to render assistance to the Avzyano-Petrovsky Works in building barges for floating a million poods of foundry pig iron to the center. As regards river tonnage, measures must be taken to ensure that it is supplied on time and does not stand idle, unused by departments that actually have no goods to dispatch.
